Ventilation, vapor barrier, and access.
Decks and steps
Landings, rise and run, rails, and egress.
Moving and set
Delivery access, transport, and set day.
These are not independent jobs
Septic sizing depends on where the water line runs. The pad height depends on the floodplain. The steps depend on the pad height. The address depends on the driveway, and power depends on the address and sometimes on the septic approval.
That is the argument for one crew carrying the whole sequence: nobody is waiting on anybody, and no step gets built to a spec that the next step contradicts.
