Which utility can actually serve this parcel

Poles on the road do not mean service. Certificated territory decides who can connect you.

Texas utilities hold certificated service areas. The holder for your parcel is the entity that can connect you, and no other provider may serve you instead. Lines crossing your land on an easement may be serving someone else entirely.

Verify by identifying the certificated holder for the specific parcel, then calling them with the legal description and asking two things: can you serve this parcel, and what would the extension cost from your nearest facilities. Get the second answer in writing.

Note that the certificated maps published online carry caveats about being unofficial. For a specific parcel, the utility itself is the authority.
